Key Findings from the Community Engagement Survey

Asset Management Open House

Town staff held an Asset Management Open House at the Bobby Orr Community Centre on the evening of October 20th to reveal some of the key findings from the recent Public Community Engagement Survey and the Elected Officials Survey. The event was facilitated by Chris Vanderheyden, Director, Asset Management Advisory, PSD Citywide Inc.

Mr. Vanderheyden explained what Asset Management is, why it’s important, and outlined municipal requirements as per the Province’s Asset Management Planning for Municipal Infrastructure Regulation, O. Reg. 588/17 as amended by O.Reg. 193/21, effective January 1, 2018. The goal of this regulation is to help improve the way municipalities plan for their infrastructure. The regulation builds on the progress municipalities have made while bringing consistency and standardization to asset management plans to help spread best practices throughout the sector and enable the collection of comparable data.

To meet these regulatory requirements, an updated asset management plan is currently being prepared with the support of Asset Management Specialists at PSD Citywide Inc. The plan includes measurements of current levels of service, asset inventory analysis, current performance of assets, lifecycle activities, and costs to maintain current levels of service, as well as the impact of growth on current levels of service for core assets.

Three key components of the Asset Management Plan include:

  1. The current state of municipal infrastructure,
  2. Process improvements to increase confidence in analysis and decision-making, and
  3. The Municipality’s financial capacity to meet long-term capital requirements.

The presentation also highlighted important factors that:

  • Eligibility for Provincial and Federal Funding, including the Ontario Community Infrastructure Fund and The Canada Community-Building Fund grants is dependent upon compliance the regulatory requirements.
  • Asset Management is a balancing act between cost, performance, and risk. Changes to one will impact the other two.
