The Municipal Act, 2001, S.O. 2001, Section 239, identifies that except for reasons specified in the legislation, "all meetings shall be open to the public." 

If you believe that a closed meeting did not meet the criteria set out in the legislation justifying its closure to the public, you can request an investigation.
